DOE's Untold Impact on Solar

What is not well known is that 75 percent of the program's deployed funds went to relatively low risk power plants that will catapult the U.S. to a leadership role in the utility-scale solar sector. This is hardly the hallmark of a "failed program." The program is akin to Shakespeare's King Henry V, who said as a delinquent Prince: "I'll so offend as to make offense a skill, redeeming time when men think least I will."

According to Prof. Humayun Mughal, the potential market destinations based on DNI for the CPV technology are Southwest US, Mexico, Chile, Southern Peru, Southwest Bolivia, Northwest Argentina, and Mediterranean countries, Australia, North Africa, Middle East, Western India and Western China.

It is wonderful to be able to tell you about the opening of the "Legacy Trail" an 8 mile bike route and trail from downtown Lexington to the Horse Park! There have been changes and this is the latest word up to today. The 1st Legacy Trail Ride will be:

As one way to support this trail and its connection to the rest of the proposed routes in Lexington, GreenLex is organizing additional extended fun ride from locations South, West and East of the "Legacy Trail" that is north part of the Green North-South Route. Please see map attached that will also be posted and updated on GreenLex.org. (Some folks do not get the images sent from this newletter.)
More details will be sent in next GreenLex email closer to the event. Our current plan is to have 3 groups. One at Crestwood church, just north of the Arboretum @10AM. Rick Gersony will lead this ride. Two at Woodland Park Parking lot. Three is at Masterson Station Park. Leaders and details of these meeting places will be followed up on in the next email. The idea is to casually meet and make a bigger ride of from the 3 locations to Cheepside to the Horse park and back. These will be 26 mile rides. If this sounds too much for you or any children, you can start at Cheapside or look at the Legacy Trail Website:

...and choose to start from a alternative location such as Coldstream or the Northern YMCA for a shorter ride. Please note: these are planned as casual rides where everyone is bike riding at their own risk. I am also trying to get additional rides sponsored and lead by the Bluegrass Cycling Club (BCC) which I am a new member and any BCC members who want to lead rides within the BCC guidelines please let me know.

With a simple "google" search, the positive impacts of the addition of sidewalks within a community are found, such as:
- Sidewalks enhance security by providing a "passive" patrol of the streets by your own neighbors using the sidewalks.
- Sidewalks encourage a healthy lifestyle. Why not walk to Church on Sunday morning? Or take an evening stroll after dinner?
- Sidewalks enhance property values of maturing neighborhoods and increase desirability to potential buyers. Consider the young family needing a place to stroll the baby, or take the toddler for a wagon ride.
- Studies show that many homeowners who opposed sidewalks initially, reversed their opinions after the sidewalks were put in. The benefits out-weighing any negative preconceptions they may have had.
Lexington needs these sidewalks! Thank you for your support.

Here are some additional facts about the Tates Creek Sidewalk Project:
The project sidewalks ARE operating within the "public right-of-way".
- The City does NOT intend to buy private property, use eminent domain or go over budget moving utilities. They feel confident that it will be done within the budget.
- Because the final scope of the project could change as other needs of the city are incorporated, it is possible that small adjustments are made and project managers do not want to rule out legal options to make the project successful. In other words a FEW FEET here or there may trigger need to compensate an owner--but this is NOT expected.
- Reference to "eminent domain"is an attempt scare the public.
- Supporters on the Council NEED 8 votes in Council on Thursday June 11th and it will be very close.

We are moving right along!
The big event, the Party on the Trail is scheduled for Saturday October 25 at 8:45am in Coldstream Park on a portion of the trail. There will be a police escorted bike ride along the trail route from downtown to the Party beginning at 8:00am in Cheapside Park.
The free event will feature food, family fun, music, prizes, a mini-trail walk and a chance to discuss the "legacy" of the Legacy Trail with the professionals.
We will also have any info booth at Thursday Night Live on October 23 to provide more details.
What we need is three-fold:
First, we would love it if you would tell us what kinds of attributes you think the Legacy Trail should have – the art, education, heritage, health, environmental qualities you’d like to see - write it down, take a picture, make a video – post it here, or on Facebook: Legacy Trail! we promise you we’re listening
Second, we need you to help us get the word out – we need more folks to join this website, or/and our facebook group – spread the joy of the Legacy Trail!
Finally, we need people to volunteer to help us prepare for this – distributing flyers, helping at our events, etc…all we can promise is that you will be doing something important and good for the future of Lexington – plus some food.

SisterCitiesParks2010: The LFUCG Sister Cities program has agreed to partner with GreenLex.org to help implement rain garden mini-parks with the Knight Foundation Legacy Project along the NS Bike Trail segment from the horse park to downtown.
BikeTrailMap2010: GreenLex plans to work with Google Maps, LFUCG and others to put the North-South, East -West and the Loop trails on a Google Bike Map Beta for Lexington site for 2010.

We have a long way to go...maybe with President Obama we can begin to get the Federal Regulatory Support and end to phoney "Gas Tax Holidays" to make some changes, end our use of coal without sequestering CO2 and look at new renewable sources of Energy as well reconsidering next generation Nuclear Power.

EarthHour: On March 29th, 2008, millions of people in some of the world's biggest cities will unite and switch off for one hour - Earth Hour - sending a powerful national and global message that it's possible to take action on global warming. Worldwide effort: individuals, local businesses and corporations. Maybe we could even get the city government to join in.

HB 2 Approved by House, Moves to Senate: On March 10, 2008, the Kentucky House of Representatives passed House Bill 2 by a vote of 97-0. This bill contains several provisions in support of energy efficiency in public buildings. The bill now goes to the Kentucky Senate for consideration, and GreenLex encourages you to voice your support for this legislation to your Senator. Link to Senators.

It is an exciting time for the Lexington climate change awareness and ACTION movement.
Locally, our Mayor Newberry and the full LFUCG City Council is supporting joining ICLEI.org Local Governments For Sustainability to get a clear measurement of Lexington's CO2 footprint and then reduce to 1990 levels. (see LexCoolCity.org: a GreenLex partner site for more info!) Gov. Beshear has a Green Working Group pushing for sustainable changes inside KY State Government and statewide.
Nationally, all the major candidates SUPPORT Cap and Trade. So, we need to prepare for the shift from Dirty Coal to clean energy in Kentucky. It is interesting to note that Barack Obama proposes investing $150 billion over 10 years in R&D for renewables, biofuels, efficiency, and other clean tech. Hilary Clinton proposes $50 billion and McCain does not have a target. See a candidate comparison on the Grist.org

Exciting Biking News!
John S. and James L. Knight Foundation and the Lexington-Fayette County Urban Government's announced on November 21st 2007, that the top 2 out of 140 projects for the Alltech FEI World Equestrian Games 2010 Legacy Initiative are:
• A bike trail from downtown to the Kentucky Horse Park, with possible public art and mini-gardens along the way.
• The Revitalization of the Third Street Corridor, including the Isaac Murphy Memorial Art Garden and other enhancements. See report in Kentucky Kernel article: "City picks 2 projects to pursue after games" Kelli Long 11/30/07
"The HealthWay Trail System is a proposed system of trails that will link important points throughout Fayette County, making the area more pedestrian- and bicycle-friendly. Planners hope that the 35-mile north-south trail segment will be in place by the 2010 FEI World Equestrian Games at the Kentucky Horse Park."

The HealthWay trail is part of the new plan. It would ultimately take a person from the Kentucky Horse Park through downtown Lexington, into Jessamine County and to the Kentucky River through a combination of off- and on-road facilities.
